SIPPs for non-uk residents

Hi all,
Does anyone know of any providers which will offer SIPPs to non-uk residents? Defaqto doesn't appear to have any filters for this kind of stuff and I'm struggling to find anyone that will accept them.

I believe James Hay are open to non-UK residents, as long as they are not US residents/US citizens.
