Flexi ISA Transfers

Hi everyone,
Does anyone know if you can transfer a flexi ISA and still add money back in? For example, if a client adds £20,000 to their ISA with one provider, takes out £5,000, then transfers to a different provider, would they still be able to put that £5,000 back in? I'm assuming both providers allow flexi ISAs.
