Possible Bypass Trust ??

I wonder if one of you Trust Gurus could offer an opinion to the below
Our client’s Son has Aspergers syndrome and receives ongoing care in an institution. His POA (His Sister) is keen for him to stay in that institution but it is only available for people who don't have significant financial assets. Our client left 25% of his pension in his expression of wish from to Standard Life, which would mean the son would exceed the institution’s allowable assets.
Is it a possibility to set up for the pension funds to go into trust - Would we potentially going against deliberate deprivation of assets legislation?

Has the standard life pension money been paid out? If not, how long before the 2 years from client's death is reached?
In respect of the institution the son is currently in, is this funded via Local Authority / NHS or some other organisation?
