NHS 2015 Pension Scheme Benefits Trivial Commutation

We have a client with a small-ish deferred benefit in the 2015 scheme, with a capital value of around £40K, which is too high for the trivial commutation maximum of £30K.
She is 11 years from NRA, so early retirement factors will bring the capital value down to below £30K.
Does anyone know whether early retirement factors are taken into consideration when calculating the capital value for trivial lump sums?
