DB increases - What does Mercer mean?

Hi

I've got a DB case and Mercers has written the following in the scheme increases section (For a male member with an NRA 60)

Q. Is the 1st years increase Proportionate for non GMP elements?
A. Yes - Proportionate

Before I have to wait a month for them to tell me, has anyone else seen this and do they know what Mercers is trying to say?

I want to assume it means they are partially franking the increases on the excess, but it's so badly worded than I think it might just be something odd that I'm unaware of.
